This is one of the simplest stars in the game and nearly everyone does the same strat. C-Down and C-Left upon entering the stage. Hold directly left, jump kick to land close to the slope, then triple jump dive over the hill. The closer you land to the slope, the more likely you are to land the TJD on the back of the hill, which preserves speed and so saves much time.
