Method
Go a bit to the left and further up from where the hole is that leads to the room where Board Bowser's Sub, Collect the Caps, Pole-Jumping for Red Coins, and Through the Jet Stream is. Wait for the Manta Ray to come to you, then punch swim through the rings and collect the star.
