This is a guide for how to beat the star Can the Eel Come Out to Play? with 0 A presses in an RTABC run.
Method
Start by punch-swimming across the bay. When you are above the eel's new hideout, descend and lure it away from it's home. Make sure to stay close (but not too close) to its tail. When it decides to move out, get near the star. It will break free from the eel and fall a little lower. Your breath may be starting to run out, but the star is real close and you won't be in any immediate danger. Grab it and you're set.
